Description: A silver staff adorned with a carved dragon's head.

Obtained: A quest requiring the user to part with a large sum of gold.

Use: Summons a egg from a random dragon species, 4 egg limit applies, has a very high chance of failure,a high chance of summon stream caught dragons and an extremely low chance for a retired doni dragon. Can only be used once every five days.

Mmm, me likes this idea.
Gives those dragon-fanatics(like yours truly) a chance to get their paws on some nifty dragons, despite the high chance of failure.
